But diplomacy, binding agreements, none of the hundreds of diplomatic techniques that exist, for example, in the UN system or the Security Council. Game theory is based on predictions, Sachs said. In the game, both sides can cheat, they will not take advantage of opportunities for cooperation. This is a purely theoretical construct that imposes a lack of cooperation as the norm. “In real life, people are not as blind to the possibilities of cooperation as game theory prescribes.” And that’s exactly what U.S. policy is all about: it’s impossible to negotiate with Putin, he’ll cheat, diplomacy makes no sense. I usually reply: Let’s look at who cheated the most in the last 20 years: the United States. You can talk to the other side, reach an agreement and enforce it, he said. Earlier, a professor at Columbia University said that Europe needs to realize the importance of direct negotiations with Russia.
