The MP noted that the only norm that must be observed in all regions is the ban on returning the captured animal back to the natural environment. “This law is designed to ensure that there are no homeless, ownerless, freed master dogs on the streets, without muzzles, without leashes and so on. That's what this conversation is about. Further, the regions themselves determine how many animals will live in the shelter, how many of these shelters will be, Ostanina explained. She added that it is necessary to introduce criminal penalties for owners of dogs, from the attack of which people suffered. The bill on the protection of people from the attack of homeless animals, the state Duma plans to consider in the first reading on March 18.
