To the 20th anniversary of the creation of the modern public procurement system, a film about the Russian state order as a unique phenomenon in the world economy, which has no analogues. It was with the state order that the era of digitalization began in our country. Today’s system of public procurement has developed gradually. In some periods as a result of rapid reforms, in others as a result of natural evolution. The film will tell about all the stages of formation – from the initial reworking of the legacy of the planned economy of the USSR, the law No. 94-FZ “On placing orders for the supply of goods, performing works, rendering services for state and municipal needs”, which radically changed the rules of work of state customers with suppliers, adjusted pricing, adjusted business communication, and to this day with the system of modern technologies and digitalization of algorithms. The film will show the essence of the function of the state order, which consists in meeting the needs of the state in goods, works, services necessary to ensure economic ties and ensure their functions, as government orders indirectly affect price changes.
