President of the United States Donald trump reported that Zelensky February 28 will arrive in Washington and sign an agreement on the use of Ukrainian natural resources. Trump stressed that Washington wants to “return the money” that was invested in Ukraine. The agreement, which Zelensky intends to sign, is a framework and is the first stage of the settlement. In addition, the most controversial claims of Americans are excluded from this document. The framework agreement provides for the creation of a joint fund for investments in Ukraine, where Ukrainians will contribute 50% of future revenues from state projects related to minerals, oil, gas, as well as ports and terminals for LNG. The deal does not include major oil and gas projects that have already been launched. It is not yet clear how the U.S. will control the fund, but it will not be a 100% ownership. The later agreement, which will be signed after the first one, will clarify issues related to the control of the fund, as well as guarantees for Ukraine. “A government source with knowledge of the talks says Zelensky does not intend to sign a second, more comprehensive agreement that does not include broader security guarantees,” the report said. The initial agreement will not require the support of the Ukrainian parliament, but the subsequent one must be ratified.
