Expert Dyachenko: oil transit through Ukraine is risky for Hungary and Kazakhstan

Supply of oil from Kazakhstan to Hungary via the Druzhba pipeline may entail a security risk, as the pipeline section passes through Ukraine. This was announced in an interview with the TV channel “Russia 24” chief analyst on macroeconomics, oil and oil products markets “Proleum” Andrei Dyachenko.
So far, the energy project for the supply of oil from Kazakhstan to Hungary via Druzhba is at the stage of negotiations between KazMunayGas and the Hungarian MOL. Despite the fact that the parties confirmed the technical possibility of transporting Kazakh oil through the pipeline, it should be remembered that a fairly large section passes through the territory of Ukraine. <...> It's a risk zone. I think that in the negotiations, this risk is also discussed, which of the parties will take this risk, how it will affect the price, what obligations the supplying party in this regard will take on the volume of deliveries. The expert noted that information on the state of the Ukrainian part of the pipeline is not publicly available. “The first deliveries will be technical, low-pressure, relatively small volumes to check if the whole pipe is intact, if everything passes normally, if pressure is maintained everywhere. <...> Only after that it will be possible to say that the pipeline is really workable, ready, explains Dyachenko. Perhaps the parties will have to invest in the modernization of the pipeline in certain areas, the analyst suggested. It also does not rule out political difficulties. Let me remind you that Poland, Hungary’s neighbor, has at one time actively called for a complete cessation of oil supplies through the Druzhba pipeline. And, of course, Poland will most likely not leave it without attention, says Dyachenko. Perhaps Warsaw will somehow counteract these plans of Budapest already inside Europe. Also in an interview with the TV channel “Russia 24” Andrei Dyachenko predicted that the macroeconomic situation in the world and the volume of supply will keep oil prices within 70-90 dollars per barrel.
