The new rules will begin to operate from March 1 of this year, said Alexander Preobrazhensky, senior lecturer of the department "Management in the hospitality industry" of RANEPA.
According to the expert, the initiative has been discussed since the end of 2019, and since then the draft law has been repeatedly amended. This speaks to its importance to the industry and concerns of the professional community. According to the teacher, for certification, the applicant must have secondary professional or higher education, or at least five years of experience in the industry. The certification includes an online test and an oral presentation, where the candidate presents his or her excursion route. The certificate of guide will be valid only in the region where it was obtained. “The exam includes blocks of questions on knowledge of significant historical facts and cultural features of the region, as well as checking the skills of interaction with the audience and knowledge of the basics of security,” said Preobrazhensky. At the same time, for the lack of certification will be fined: individual guides-interpreters and guides in the amount of 20 to 40 thousand rubles, officials - from 70 to 100 thousand rubles, legal - from 100 to 150 thousand rubles. The exception is guides who work with religious organizations and outside of excursion activities, such as pilgrimages. The expert notes that the certification in its current form does not take into account many factors: for example, it does not require testing of practical safety skills, does not take into account the peculiarities of preparing author's excursions, which can limit the creative approach in work. Sparsely populated areas can remain completely without guides, because without certification they are not enough.
