The enlargement of municipalities will provide resources to solve the problems of residents, Konstantin Kostin, president of the Civil Society Development Fund, said on the air of Vesti FM radio. Thus, he commented on the bill, which will give regions more freedom in choosing a model of self-government. “The regional authorities have been authorized to use any of the existing systems. If necessary, they will be able to enlarge municipalities to the district level. But in those regions where there are municipalities of the first level that have enough resources to fulfill all obligations, the old system may remain. Konstantin Kostin recalled that it was originally intended to make the municipal system one-level, that is, to form municipal authorities at the level of administrative districts, but several subjects objected, so the bill was adjusted. “The first-tier municipalities have few sources of income. And often they are not comparable to the obligations that they must fulfill to citizens. Therefore, this work should be organized at the level of regional authorities or municipalities of a higher level, the expert explained.
