The head of the Federation Council's Committee on Regional Policy, Andrey Shevchenko, stated this. He noted that currently, the Land Code of the Russian Federation requires landowners to use their land for its intended purpose, but does not specify a concrete date or establish criteria by which authorities could determine whether the land is being used or not. "According to the new law, landowners in populated areas, including owners of garden plots, are required to start using the land in accordance with its designated purpose and permitted use from the date of acquiring rights to it," Shevchenko told journalists of RIA Novosti. If the land requires development, the owner will be given a three-year period for this. Activities such as clearing the land of trees, shrubs, weeds, waste, soil reinforcement, and other measures will be considered as part of the land development, clarified the politician. Shevchenko reminded that for violating the regulation, according to administrative legislation, the offender may be fined from 20 to 50 thousand rubles. Earlier, State Duma deputy Nikita Chaplin explained that chairmen of gardeners' non-profit partnerships will not be able to acquire abandoned plots subject to expropriation under the new law. Rosreestr reported that changes are being made to the Real Estate Registration Law, according to which it will not be possible to carry out registration actions regarding a land plot without specifying information about its boundaries.
