According to the head of the Central Bank, the vulnerable link of organized criminal groups of fraudsters is the so-called drops: intermediaries that help scammers withdraw and cash stolen money. Information about the detected drops is brought to banks, since last year, such persons began to block access to remote banking services. Additional measures are also being considered. The experience of limiting the number of cards per person is, for example, the financial authorities of Kazakhstan, said Nabiullina. Also, according to her, the Bank of Russia supports the proposal of law enforcement agencies to introduce criminal liability for drops. However, among these types of criminals, there are many teenagers who do not understand what the attackers are dragging them into. Banks now monthly suspend 300,000 transfers to suspicious accounts, said the head of the Central Bank. However, the activity of fraudsters is also constantly growing, and even the percentage of attacks that scammers manage to bring to the end means billions of rubles of damage. One of the immediate tasks of the financial authorities, the Chairman of the Bank of Russia calls the blocking of schemes, when a person under the influence of fraudsters himself draws up a loan and transfers credit money to scammers. Among the measures being prepared, Nabiullina mentioned the cooling period between the bank’s allocation of a loan to a citizen and the transfer of these funds to a person. The main changes, she said, will work from September. Earlier at the same meeting, the head of the Ministry of Finance of the Russian Federation Anton Siluanov said that the debt burden of the subjects of the Russian Federation will ease by a third.
