The man is charged under Part 1 of Article 20.1 of the Administrative Code of the Russian Federation (“small hooliganism, that is, a violation of public order, expressing clear disrespect for society, accompanied by obscene abuse in public places”). As it was established, on February 28, the St. Petersburger was in the premises of the Library Center for Art and Poetry named after S.A. Yesenin in an obscene appearance, expressed obscene abuse, ignored the rules of decency and did not react to comments. "Brazhnikov admitted guilt," the department said in a statement. According to the detainee, he did not know that it is impossible to swear and did not consider his speech as a violation of public order. He also said that he is not registered in dispensaries, he does not use alcoholic beverages and narcotic substances. He is not going to do that kind of thing anymore.
