The Russian government is considering expanding the program of preferential mortgages for families with one child. This is reported by RBC with reference to sources.
The Ministry of Finance and the Ministry of Construction, together with the main operator of preferential state programs Dom.RF, should “additionally work out” the expansion of family mortgages for families with one child under 18 years of age until March 25. In addition, it is necessary to analyze the “effects of implementing this measure” and formulate specific proposals on the topic for the government. Russian President Vladimir Putin instructed the government to extend a family mortgage with a rate of no more than 6% for secondary real estate in settlements with insufficient housing construction. The representative of the Ministry of Finance explained to RBC that it is not yet clear whether these categories of families with one child under 18 years. However, the initiative aims to improve housing affordability in regions with limited housing construction. To date, the family mortgage applies to new buildings and private homes, and the maximum loan amount under the program is 12 million rubles for Moscow, St. Petersburg, Moscow and Leningrad regions. In other regions, the limit is set at 6 million rubles. The minimum down payment on a family mortgage must reach 20% of the cost of housing. At the same time, each family can issue only one preferential loan on such terms, and previously issued mortgage with state support is taken into account in the calculation. Earlier it was reported that on behalf of Russian President Vladimir Putin, Russians will be able to take a family mortgage for secondary housing in those cities where they do not build new homes. In addition, from February 2025, the Ministry of Finance of the Russian Federation decided to change the terms of compensation for banks. In this regard, they will be able to reduce the down payment and increase the issuance of family and Far Eastern mortgages.
