The construction of the house in the 1st Neopalimovsky Lane in Khamovniki was completed more than a century ago, but in the XXI century the building began to change. Initially, it was a six-storey building, but in the 2000s the house was supplemented by a seventh floor. Then, in 2023, on one side of the building began to build an unauthorized attic - thus, the owner of the apartment on the sixth floor formed a three-storey housing. There is no project or technical expertise. Residents are concerned that centuries-old ceilings will not withstand the load of several tons of brick and metal. “This draft has not been agreed with any authority without a thorough calculation. Moreover, at that time there was no attic, so the construction, which is now underway on the eighth floor, does not fit even within the framework of that project, said Natalia Zabolotnaya. Neighbors tried to talk to the owner but received threats. “We were pressured to the point that he [neighbor] called the brothers here, as in the 90s they were – the guys came in jeeps and showed us: a step left-right – and we will be beaten,” says Miroslava Mordovets, the senior in the house. Even a management company with a precinct is not allowed into the occupied territory. Despite this, the Moscow City Property Department sent materials for the organization of litigation and claim work. “It has been established that the building has undergone a reconstruction of the attic, as a result of which new premises have been created with a total area of 147.2 square meters. The work was carried out without obtaining permits. The materials of the event were sent to the City Property Department for the organization of litigation and claim work, said Mikhail Migalin, head of the Department for Control over the Use of Real Estate in the Central Administrative District of the State Real Estate Inspectorate. The next meeting on the unauthorized superstructure is scheduled for February 24 in the Khamovnichi District Court. Earlier, a similar story happened in the Tver district of the capital. The owner of an apartment in the CAO, which spontaneously broke through the opening in the ceiling and installed a ladder for access to the attic, turning her housing into a two-level one, was forced to return everything to its original state after the intervention of Moszhilinspektsia and bailiffs.
