📝 Summary

Mandatory registration of pet dogs is required in order to identify the owner of the animal if it runs away or attacks a person. About this in an exclusive interview with the TV channel “Russia 24” said the first Deputy Minister of agriculture and food of the Moscow region – chief state veterinary inspector of the Moscow region Sergey Novikov.

The law requiring all domestic dogs to be registered in the Moscow region was introduced a few years ago, but since March this year, its implementation is under special control. All dogs over three months old are subject to the law. The puppy must be registered within two weeks. From 2023 on the territory of the Moscow region there are rules obliging owners of pets, in particular dogs, to register. If you got yourself a dog, you must register it so that in case it was lost, ran away, or she bit someone, so that you can establish the owner of the animal, said Novikov. To register, you need to come with a pet to one of the state veterinary clinics. There, the animal will undergo mandatory chipping, by which it will be possible to establish dog owners. The database adds the name of the owner, his passport details, phone number and mail, as well as all the necessary information about the animal. “We put all the data in the register: the name, the species of the animal, the date of birth, the sex, the suit, the breed of the animal when we chipped, the chip number itself. If the pet is lost, the chip can be scanned in any nearest clinic, and you can find the owners on it, said the veterinarian Malohat Zamonova. The fine for those who do not register a dog will be from one and a half to three thousand rubles. Identification of violators will begin in March. Under control of the implementation of the law will take veterinary inspectors of the Moscow region. Earlier, the State Duma proposed to tighten penalties for self-driving dogs to 50 thousand rubles.
