The content of container sites in Russia will lead to new standards

Garbage tanks are filled to the top, and oversized waste has already accumulated nearby - tires, branches, upholstered furniture. This is what a container deck looks like in the Irkutsk region. However, a similar picture can be found elsewhere in Russia. At the weekly headquarters for the management of MSW, Deputy Prime Minister Dmitry Patrushev set the regions a new task: to pay attention to the content of container sites. The meeting was attended by the heads of the Ministry of Natural Resources, Rospotrebnadzor, representatives of the Federation Council and the Russian environmental operator. “Container sites are, to a certain extent, the face of our reform; the vast majority of our residents are confronted with them when they take out garbage. And in this respect, of course, the content and condition of container sites is an important indicator of the success of transformations in this area, said Denis Butsaev, General Director of the Russian Environmental Operator. The Deputy Prime Minister stressed that the rules should be economically feasible for the regions and take into account the interests of citizens. The content of container sites is monitored by the owner of the territory. Currently, the issue of regional operators being responsible for cleaning in the regions is under consideration. “In the long term, the quality will change for the better, since the regional operator will have the obligation to export everything that is located on the container site, and he will be responsible for the quality of export and the quality of the content of the container site,” explained Alexei Kurtishvili, Executive Director of Charter LLC. But at the same time, according to experts, the regional operator should have levers, thanks to which he can eliminate difficulties. For example, to be able to fine drivers who park too close to container areas and interfere with the removal of waste. Or organize video recording to exclude unauthorized dumping of garbage around these sites. “If the container site is either not cleaned or poorly cleaned, the relevant notifications are automatically sent to all persons involved in the waste collection system, from the regional operator to the regional government, including the Coordination Center under the Ministry of Natural Resources,” said Denis Butsaev. The quality of life of people directly depends on the correct content of the sites. Damaged fences or their absence, littered with waste area, which is difficult to approach, and from the tanks of birds or animals begin to carry waste throughout the yard – this is what exactly should not be on container sites. In Yaroslavl, for example, is not the first time replacing old containers. Sites are made in a single concept. Their external shape due to the enclosed space allows you to observe purity and aesthetic appearance. And in St. Petersburg, garbage containers are a real canvas of the artist. They were painted in the style of a famous street art artist who touches on social problems in his works. So people are asked to pay attention to the features of waste collection, in particular, to the rules for recycling large-sized. “When a container deck looks beautiful, neat, and may have some elements of interesting design, of course, people are more satisfied with the infrastructure that is present in their daily lives,” said Ekaterina Gorshkova, General Director of JSC Nevsky Environmental Operator. In Udmurtia for several years, residents have been using recycled containers – a durable material that withstands precipitation and low temperatures. And, according to manufacturers, such products will last at least another 20 years. “We were asked to replace the container sites, which were unsightly and not in very good condition, with a more environmentally friendly product. And as soon as we did everything, around the container sites became much cleaner and cleaner, said Ivan Kokorin, head of the Vavozhsky territorial department. According to the state of container sites, the work of local self-government can be assessed. Improving the rules for their maintenance is a way to more environmentally friendly and organized waste management, which is important for the population and for the ecology of the country as a whole.
