The Ministry of Internal Affairs and management companies should receive information about the rental of housing and tenants, apartment owners should be obliged to share such information. With a corresponding proposal to the head of the Ministry of construction Irek Faizullin appealed to the Deputy Chairman of the Duma Committee on construction and housing Svetlana Razvortneva.
The measure, in her opinion, will improve the safety of living in apartment buildings and protect against unscrupulous landlords. Razvortneva notes that often in case of emergency situations, neighbors and the Criminal Code cannot contact the tenant. It is impossible to determine who is guilty of violating the law on silence and other illegal actions – often no one even knows who lives in the apartment. Accommodation in the house of unidentified persons can threaten the safety of residents, said in the document Razvortneva. To date, according to the law, the landlord must send a notice to the tax authorities, "but from the point of view of information about those who are rented housing, there is a complete failure," the deputy believes. The proposals submitted by Razturnneva are under consideration by the Ministry of Construction and will be worked out in the prescribed manner, the department told Izvestia. Earlier, the speaker of the Federation Council Valentina Matvienko said that Russia should form a market for affordable rental housing.
