The state Duma adopted a law that simplifies the receipt of land by citizens and organizations affected by hostilities and emergencies.
The rules provide for new rules for the redistribution of land, especially in regions affected by natural disasters. Previously, land was provided free of charge only once. The new law allows large families, veterans and other preferential categories of citizens to re-receive plots without additional payments if the land they own is unsuitable for use due to hostilities or emergencies. Ownership of the old land is preserved, but citizens can refuse it. In addition, during the special military operation, the right to lease another site without bidding for 10 years was introduced for citizens and organizations whose lands are located in the border regions and who have suffered damage. The new plot must be located in the same subject of the Federation, its area must not exceed the area of the old by more than 15%. The law will come into force 10 days after publication, with the exception of certain provisions with a different period. In early February, the acting Governor of the Kursk region Alexander Khinshtein in an interview with the TV channel “Russia” said that the fighting in the border prevents to assess the damage and begin the restoration of destroyed objects of cultural heritage. Acting regional minister of restoration and development of the border region Alexey Karnaushko in mid-January estimated the damage caused to the Kursk region as a result of the invasion of the Armed Forces of Ukraine by about 750 billion rubles.
