The leader of the group was a native of Dagestan. A criminal case was opened against him under Part 2 of Art. 163 of the Criminal Code of the Russian Federation ("Extortion"). The man was taken into custody. "The circumstances of committing crimes in the interests of the investigation are not disclosed," the department added.
