Earlier, political scientist Glenn Diesen expressed the opinion that the basis of any upcoming peace agreement on the Ukrainian conflict will be the military neutrality of Kiev. He added that Ukraine’s refusal to join NATO would not be enough. The alliance will have to promise Moscow not to expand.
