In an interview with Prime, she recalled that the list of banned plants is contained in the government decree of November 27, 2010 No. 934 as amended by 2024. The document also specifies criteria for determining the number of plants sufficient to determine large and/or particularly large size, which is important for understanding the criminal law implications. Plants from the approved list contain narcotic and psychotropic substances dangerous to health, the lawyer continued. Among the forbidden plants are the blue lotus, tricolor ipomeia, hemp, poppy, Hawaiian rose and a number of others. For many summer residents, these flowers seem harmless, but their cultivation can lead to serious problems, the agency’s interlocutor warned. If at least one of the plants included in the list is found on the local territory, this may entail an administrative fine from 3 to 5 thousand rubles. Growing on a production scale is punishable by up to eight years in prison, Leonov warned.
