The question itself can surprise you. In Russia, the sale of alcohol at night has long been prohibited. But it turns out that each hut has its own "rattles". In Orenburg, we have bars per capita like nowhere else, and they have long learned to mimic. We remember that normal cafes and restaurants were closed during the covid. And the pubs worked! Because they pretended to be grocery stores by demonstratively selling salt and matches. Then they started pretending to be cafes and buffets. And surprisingly successful, too. But last year, MPs in the WS finally took care of the issue. And the night trade in alcohol in the MKD from March 1 was banned. That's right. Because “freedom” is not about “freedom of enterprise.” It's a mixing of the population! And his alcoholism. Let’s be honest: no one else will go there and buy a cheap “chemose with a degree”. Alcoholism is always a human problem! Restrictions on pubs are essential. But it didn't work. This week, "Vesti Orenburg" tried to check how it is performed. It turned out that almost nothing. In almost all pubs, alcohol was quietly sold at night. And that makes sense. If you read the text of this regional law more carefully and compare it with reality, you can be very surprised. It is unclear who is responsible for its execution. It is not clear what "cafe", "restaurant" and "buffet" are. You can sell alcohol at night. It is not explained what is a “houseside area”, on which pubs, if they are located there, can not sell alcohol at night. Only from federal legislation can it be found out that such a territory is determined by the cadastre. And in practice it can be completely different. 50 meters and 2 meters. That's how many gaps! But it's nothing! As soon as I read this law in the original, I immediately thought: it seems to be about “redivision of the market”. Judge for yourself: this law promises problems only for pubs that are located in residential buildings and on the territory adjacent to these houses. But the same pubs, located in separate buildings and not in the cadastral zone of the MKD, are not specified in the law at all! That is, it turns out that they are not forbidden to sell alcohol at night in our region. If it’s not against the law, is it legal? In fact, we have a legion of such “drinkers”. And many are located a few meters from the MKD! It’s amazing how all this could be accepted! But the good stuff. I have to give credit to the GS area. Around the absurdities and "roughnesses" of this law there was a public outcry. And they didn’t respond to him “officially.” That is, they did not pretend that everything is fine and only individual citizens are “inflating”. Mistakes admitted. They said they would correct them. That's right. When civil society influences the authorities, they are ready to react. Meanwhile, in the Vologda region from March 1, it is allowed to trade alcohol exclusively on weekdays and only from 12 to 14. After 10 days, the first results were summed up. Sales of alcohol during this period, compared to last year, fell by a third. More than 200 alcohol stores have closed. Now they are thinking about new restrictions.
