The innovations will affect not only residents of the capital, but also St. Petersburg – migrants living there will be able to work on one patent in the Leningrad region. “It is envisaged that migrants in metropolitan areas will be able to work under one patent in two regions, subject to agreement by the subjects thereof. In turn, employers operating in the territory of one region will be able to hire foreign citizens who have received a patent in the territory of the second. The amendments are expected to enter into force on 1 September 2025. Earlier, Russian Prime Minister Mikhail Mishustin signed a decree on the introduction of a fixed fee for exams for obtaining a patent or work permit. The cost of each test will be 3800 rubles.
