The Republic of Komi is preparing for spring flood

According to the head of the Center for Hydrometeorology and Environmental Monitoring of the Republic of Komi Oleg Kozel, the start of icebreaking on the rivers of the region is expected ahead of schedule for 5-10 days. Deputy Head of the State Department of the Ministry of Emergency Situations of Russia for the Republic of Komi - Head of the Department of Civil Defense and Protection of the Population Nikolai Semenov reported on the approved comprehensive plan for the preparation of the Komi Republican Subsystem of the RSES for spring flooding. The heads of municipalities are recommended to take control of the implementation of the points of the plan for the organization of evacuation measures, timely delivery of fuel, food, medicines and other property to the settlements cut off by floods, alerting the population about the procedure for action in case of a threat of flooding of a settlement, as well as maintaining the proper condition of water passage facilities on the sections of highways (railways) and their timely clearance. According to the information provided by the Deputy Prime Minister - Minister of Construction and Housing of the Komi Republic Eduard Slabikov, 18 territories of municipalities of the region (except for the Knyazhpogost and Ust-Vymsky districts) are in the zone of possible flooding. Flooding can cover 93 settlements, in which 5,604 people live. 177 settlements, where 32,432 people live, can be cut off from the “big land”. In the near future, a state contract will be concluded with a regional air carrier to provide services for the delivery of Komi forces and means to the republican subsystem of the RSES and, if necessary, evacuation of the population. In Priluz, Sysol, Syktyvdin, Vuktyl and Ust-Kulom districts, it is planned to put 11 rescue posts of SPAS-COMI for delivery through water bodies in case of need of emergency operational services (ambulance, Regardie, police) to settlements. With unfavorable passage of the ice, a sharp melting of snow and rising water levels with flooding of court territories and residential buildings in the settlements of Khabarikha, Sredne Bugaevo, Upper Bugaevo, Krestovka, Yermitsa, Lezhdug, Filipovo, Trusovo, Zagrivochnaya Ust-Tsilemsky district, a consolidated detachment from among the rescuers of SPAS-COMI will be involved for evacuation activities. In case of emergency, the necessary supply of fuel is created, the necessary equipment is concentrated. In total, as part of evacuation measures, 62 temporary accommodation points are planned to be deployed in 55 settlements of the republic for 5,044 people subject to evacuation. Rostislav Goldstein asked the administration of the Udor district what is the current situation with transport accessibility in the settlements of Chuprovo, Koptyuga and Muftyuga, where in the previous flood season there was a collapse of wooden bridges as a result of active snow melting in the tributaries of the Vashka River. According to Ivan Kuznetsov, the first deputy head of the administration of the Ministry of Defense of the Republic of Udorsky, to date, two bridges have been restored, the repair of the third bridge is also in the final stage. By the beginning of the flood season, transport links with settlements will be restored. Currently, food is imported there, rural settlements are stockpiled with fuel to deliver goods and passengers. The head of the region also specified what is the readiness for spring flooding in the Ust-Tsilemsky district, where 708 houses, in which 1,452 people live, fall into the zone of possible flooding. The head of the administration of the Ministry of Defense "Ust-Tsilemsky" Nikolai Kanev informed that the municipality is actively preparing for the flood. The work is carried out in accordance with the approved action plan.
