Such a statement on the air of the TV channel “Russia 24” was made by a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs Ekaterina Stenyakina.
According to her, last year alone, more than three thousand cases of unfair use of maternity capital by developers in the construction of private sector houses were identified. “The use of an escrow account primarily protects our families with children. The payment will be in three parts. The builder will receive the first part of the money from the escrow account when the foundation is built, the second part of the money will receive when the walls are built, and the third when the keys are handed over. In no case will it complicate the life of our families with children, said Stenyakina. The MP drew attention to the fact that in the case of using an escrow account, the bank acts as a guarantor, which also monitors the quality of work. Earlier, the expert of the mortgage market Sergey Gordeyko said that the use of escrow accounts when buying housing in the housing sector will protect buyers from unscrupulous construction organizations.
