In the Vologda region, the ban on attracting migrants to construction works, introduced in February 2025, was lifted. The corresponding resolution appeared on the portal of official publication of legal acts of the Russian Federation.
According to the document, the paragraphs of Resolution No. 52 of February 17, 2025 of the Governor of the Vologda region Georgy Filimonov regarding the ban on attracting foreign workers to the construction sector are recognized as invalid. On March 5 this year, the draft resolution was submitted for public discussion. According to the explanatory note to the draft resolution, the reason for the abolition of the ban was an insufficient number of local residents willing to take vacancies in the construction sector. In the Vologda region, an increase in the number of vacancies was recorded, but unemployed Russians who are registered with the employment service cannot fully cover the need of the market, in connection with which the attraction of migrants becomes necessary. Earlier, the ban was criticized by many business representatives, including Severstal, which opposed the decision. On February 27, 2025, the Governor of the Vologda region Georgy Filimonov signed a decree banning migrants from building, demolishing and dismantling non-residential and residential buildings, as well as preparing construction sites. After the innovation, Severstal warned of serious risks for the implementation of a number of projects.
