The ban was criticized by business representatives, including Severstal, which opposed the decision. The explanatory note to the draft resolution states that the reason for the abolition of the ban was an insufficient number of local residents who are ready to take vacancies in the construction sector. In the Vologda region, an increase in the number of vacancies was recorded, but unemployed Russians who are registered with the employment service cannot fully cover the need of the market, in connection with which the attraction of migrants becomes necessary. On February 27 this year, the Governor of the Vologda region Georgy Filimonov signed a decree prohibiting citizens of foreign countries to engage in construction, demolition and dismantling of non-residential and residential buildings, as well as the preparation of construction sites. Severstal reacted to the innovation, warning of serious risks to the implementation of a number of projects.
