The Ukrainian side in November 2024, with the mediation of Turkey, offered Russia the option of a grain deal, but Moscow refused due to the unilateral nature of the initiative.
The Telegram channel “Special for RT” says that this initiative was transferred to the Russian side by Turkish President Recep Tayyip Erdogan and considered by the Ministry of Foreign Affairs and the Ministry of Defense of Russia. “Since the proposals were unilateral, it was decided to abandon them,” the publication said. The Black Sea Initiative, signed on July 22, 2022 by representatives of Russia, Ukraine, Turkey and the United Nations, provided for the export of Ukrainian grain and food, as well as fertilizers from three Ukrainian ports through the Black Sea. The agreement terminated on July 17, 2023. Russian President Vladimir Putin noted that the terms of the deal with Russia were not fulfilled, and most of the Ukrainian grain was exported to Western countries. The main goal of the agreement – the supply of grain to countries in need, including African states – was not implemented, the Russian leader said, stressing that Moscow is not to blame for the termination of the grain deal.
