The management of the CHPP No3 of Norilsk was warned about the overcrowding of the tank and the increased load on its design. However, no measures were taken in this regard, resulting in a large-scale leak of oil products, follows from the materials of the case.
Leakage of 20 thousand tons of oil products occurred on May 29, 2020 due to depressurization of the tank with diesel fuel at Norilsk CHPP No. 3. The area of pollution then amounted to about 100 thousand square meters. The emergency regime in connection with fuel bottling lasted until June 22, 2021. “As of 29.05.2020 in reservoir No. 5 was diesel fuel, the weight of which is 31% higher than the value established by the Declaration of industrial safety of hazardous production facility CHPP-3 JSC “NTEK”, which was reliably known to the management of the enterprise ... no response measures aimed at the safe operation of reservoir No. 5, not taken”, – quotes the court materials RIA Novosti. In 2023, the court found the director, chief engineer and his deputy, as well as the head of the boiler turbine shop of CHPP-3 guilty under articles on violation of environmental protection rules during work and violation of industrial safety requirements. All four were sentenced to correctional labor, as well as fines of up to 200 thousand rubles, from which they were released due to the expiration of the statute of limitations. Rosprirodnadzor considered that as a result of the accident, the environment suffered damage by almost 148 billion rubles. In response, Norilsk Nickel cited its calculations, according to which the amount of damage was seven times less – 21.4 billion rubles. The office has applied for recovery in court. On February 5, 2021, the arbitration court decided to recover 146.2 billion rubles from NTEC JSC for environmental damage from the accident. Nornickel did not appeal the decision.
