The explanatory note to the bill states that the changes are aimed at improving the mechanism of state regulation of retail food prices. Deputies propose to replace the word "right" in the law with the word "obliged". "This amendment imposes on the government of the Russian Federation a legal obligation to establish maximum permissible retail prices for these goods for a period of no more than 90 calendar days," the explanatory note says. According to the current regulations, the government can set marginal prices for socially significant goods if within 60 days in the territory of one or more constituent entities of the Russian Federation prices have increased by 10 percent or more. Deputies emphasize that the proposed bill does not change the existing procedure for setting marginal prices, but only imposes on the government the obligation to apply the mechanism in case of reaching threshold values of an increase in price. The bill also introduces the concept of “price corridors”, which will determine the minimum and maximum limits for the growth of retail prices. According to the document, the government introduces price corridors at discretion when detecting a price increase of 5% for 30 days or more. The price corridor can be set for a period of no more than 60 days and is an operational tool to curb price growth.
