📝 Summary

Banks and microfinance organizations (MFIs) began to record cases of citizens applying to them who installed a self-prohibition on the portal of public services for issuing loans, according to the material of Vedomosti.

Self-prohibition on the issuance of loans and loans became possible to establish on the "State Services" starting from March 1. If a citizen activates a voluntary self-prohibition, a special mark will appear in his credit history. From now on, banks and MFIs will have to refuse to issue a loan or loan. Self-prohibition of loans can be established in whole or in part. In an interview with Vedomosti about cases when citizens tried to take a loan or loan after setting a self-prohibition, representatives of VTB, Bank Post, Zaimer, Summit, Lime Loan, Migcredit, Webbankir and Eqvanta Group told. For example, Eqvanta Group recorded that the share of applications from customers who activated the self-prohibition on issuing loans on the first day amounted to 0.7%, on the second - 0.9%, on the third - 1.5%. As noted by the General Director of the Summit Alexei Imkhovik, about 1-2% of applications are rejected due to the presence of a self-prohibition. VTB and Post Bank also recorded a number of cases with refusals due to the installation of self-prohibition by citizens, but did not specify their number. "In the first five days of the service, about 3.6 million people set a self-ban on loans," the publication notes, referring to data from the United Credit Bureau (OKB). The vast majority of applications filed for a complete ban on loans – 91%, or 3.4 million applications. At the same time, 6,500 citizens managed to lift their self-prohibition from 1 to 4 March.” At the same time, some Russians have decided to abuse the protection of their rights, says the general director of “Zimer” Roman Makarov, whose opinion is led by “Vedomosti”. According to the head of the MFI, it is mainly about men aged 20-27 years. “Their goal is to take advantage of the opportunity not to return borrowed money on legal rights,” the publication says. As Olesya Kiselyova, managing director of the Lime-Loan SFD, explained, a number of citizens abuse the opportunity to establish a self-prohibition on the issuance of loans and loans in order to “unreasonably enrich themselves and avoid responsibility for their actions, including evasion of debt repayment”. She explained that a number of clients use the time lag between the appearance of a mark in their credit history and the beginning of the restriction to get a loan, and then they refuse to repay it. The article notes that those customers who were able to come up with a scheme to abuse the opportunity to establish a self-prohibition on the issuance of loans are well aware of it and can “have high financial literacy”. In addition, people prone to fraud will try to get a loan after installing a self-prohibition. At the same time, it is impossible to exclude cases when a citizen is not fully aware of the principles of the self-prohibition mechanism: for example, a client can, having lifted the restriction, immediately start filling out an application for a loan, not taking into account that two days must pass from the moment of withdrawal to registration of a loan.
