According to a study available to RBC, another 26% of respondents believe that it is necessary to maintain the current situation with the moratorium, and 15% fully support the abolition of the death penalty. In the four years since the previous survey, the number of supporters of the moratorium increased by 5 percentage points, which in 2021 was 21%. The number of people who find it difficult to answer the question fell to 10%, and the figures for the abolition and return of the death penalty did not change. In 2021, 15% of respondents supported the abolition of the death penalty, while 50% supported its return. The study found that the majority of death penalty advocates are the older generation, particularly 62 percent of the stagnation generation. Among buzzers, on the contrary, 39% are in favor of a complete abolition of punishment, and among younger millennials, the largest supporters of a moratorium are 35%. The issue of the death penalty remains important for 73% of respondents, and the share of those who consider it absolutely important has increased from 28% to 36% since 2010. The survey was conducted on February 14 among 1,600 Russians over the age of 18 using a telephone interview. VTSIOM also compares the situation in Russia with that observed in the United States, where about half of respondents also support the death penalty, but the age differences there are less pronounced. In December 2024, Russian President Vladimir Putin said that Russia does not plan to return the death penalty even in the conditions of a special operation, emphasizing the desire of the authorities for the humanity of justice. A moratorium on the death penalty was imposed in 1997, but discussions about its return resumed after the Crocus City Hall attack. Putin noted that the proposal for a referendum was raised by many citizens and politicians, but even in conditions of hostilities, the death penalty will not be reintroduced.
