Deputy head of Kemerovo accused of embezzling 7.9 million in the purchase of apartments for orphans

According to preliminary data, in the period from April to June 2023, the defendant concluded four municipal contacts with the construction organization worth more than 8.8 million rubles for the purchase of apartments for orphans and children who were left without parental care. This was done by investing in the construction of an apartment building with a term of transfer of apartments until early November 2023 with a bank guarantee of 90 percent of the value of contracts. Knowing that the contractor did not transfer the apartment on time, and the bank guarantee is valid until January 2024, the deputy head of the district did not terminate the contracts and did not require the return of funds under bank guarantees in the amount of more than 7.9 million rubles. As a result, the budget of the municipality suffered damage in this amount. Violations were identified by employees of regional departments of the Ministry of Internal Affairs, FSB and IC. The defendant has already been detained, the issue of choosing a preventive measure for her is being decided. Law enforcement officers conducted searches at the place of residence and work of the woman. Part of the documentation has been seized. On the fact of the incident, a criminal case was initiated under part 3 of Article 285 of the Criminal Code of the Russian Federation (“Abuse of official powers”).
