To avoid problems when buying a home, the expert advised to study the documents for it. Particular attention should be paid to the technical passport. “Deviations of the actual state from the data in the document are an alarming sign,” Bondar warned in an interview with Gazeta.ru. Also, it will be useful for future owners to check the floor plan and explication from BTI. They reflect not only the current state of the apartment, but also red lines indicating illegal changes. The presence of such marks indicates that the redevelopment was carried out without approval. Bondar stressed that buying an apartment with illegal redevelopment risks getting a fine and an order from the housing inspectorate to return the original layout. Also, new owners may face problems with housing insurance, obtaining a mortgage and selling an apartment. Earlier, the expert explained the growth of tariffs for housing and communal services by the structure of settlement periods and regional indexations of payments. Residents who do not transmit the meter readings or who do not work correctly could also face rising prices for utility services.
