📝 Summary
Laws allowing the euthanasia of stray animals are already in force in 15 regions of Russia, and two more, Mordovia and Khakassia, will soon come into force.
The first region to allow the euthanization of stray dogs and cats was Buryatia, which in November 2023 approved a law that provides for the euthanasia of “socially dangerous” animals, as well as those who suffer from incurable diseases or are kept in shelters for more than 30 days. Residents were outraged by the new law, they appealed to the Supreme Court of Buryatia, and the latter sent a request to the Constitutional Court. Euthanasia of stray animals is an exceptional measure that can be applied in case of danger to a person or in connection with an extraordinary situation in the region. After that, the clause on euthanizing unclaimed animals was challenged by residents of several Russian regions. In several cities of the Orenburg region, including Orenburg, there is an extraordinary situation in which stray dogs can be euthanized there. Meanwhile, a group of deputies headed by the Chairman of the State Duma Committee on Family Protection, Paternity, Motherhood and Childhood Nina Ostanina proposed to introduce humane methods of killing homeless animals that are in shelters longer than the maximum period of detention.
