According to him, “homeowners must comply with fire safety rules.” For owners who voluntarily opened the front door to their apartment outside, in 2025, the fine increased to 15,000 rubles. Alexey Baurin, Deputy Head of the Supervisory Activities and Preventive Work Department of the Main Directorate of the Ministry of Emergency Situations of Russia for the Lipetsk Region, analyzed the situation in detail: It is important to know that the current fire safety regulations in the Russian Federation do not contain a direct ban on doors in apartment buildings that open outwards. A fine is possible only if the project documentation on the CDD is violated, or the installed door does not allow you to physically open the door with neighbors.
