On March 4, at a meeting of the government of the Tver region under the leadership of Governor Igor Rudeni, a regional program "Heroes of the Upper Volga" was approved, similar to the federal program "Time of Heroes", which is being implemented on behalf of Russian President Vladimir Putin.
“Today we made a key decision that the guys who passed the SVO, awarded with state awards, should be included in our ranks. Their life and combat experience should definitely be useful in peaceful work, said Igor Rudenya when communicating with journalists after the meeting. - We're opening the set now. We hope that starting this year we will start training our first stream, which will join us to develop our region, make efforts to develop business and municipal infrastructure. The program "Heroes of the Upper Volga" is aimed at training highly qualified, competent leaders from among the participants of a special military operation to work in state and municipal authorities, as well as state companies at the regional level. Participants in the program can be active servicemen and veterans of the SVO, who have citizenship of the Russian Federation, have been awarded state awards, have managerial experience. Also a prerequisite is the absence of an unmoved or outstanding criminal record. Registration of candidates for participation in the program will start on March 5, 2025 on the digital platform of the ANO “Russia – Country of Opportunities”. It is planned that the selection of participants will take place until July 1. Qualifying procedures include essay writing, questionnaire competition, testing and face-to-face interview. Training will be provided by RANEPA. There are four educational modules for 12 months: public policy and public administration, regional and municipal management, economics and finance, modern management technologies. Upon completion of training, the protection of final qualification works will be held. Mentors will be appointed for adaptation in the field of state and municipal management.
