📝 Summary

The Russian government plans to create a register of marketplaces, whose daily audience exceeds 100,000 people, the Kommersant newspaper writes with reference to the text of the bill “On the platform economy”.

The register is created to protect the interests of citizens and ensure the long-term and sustainable development of the platform economy. The interlocutor of the newspaper argues that the auditorium criterion will not be included in the register “information resources that distribute software licenses – mobile applications, as well as platforms that sell goods and services of their own brands, sites that do not have a commercial focus, social networks and instant messengers”. The audit criterion will also help young platforms develop more freely, without additional restrictions and norms. Major Russian marketplaces believe that the bill requires revision. Representatives of Ozon told the publication that it is quite difficult to regulate this area of trade, which is why the issue of creating a special register requires additional attention. “[The current version] is not fully balanced in terms of the requirements for digital platforms and their partners and needs further elaboration of a number of norms,” the newspaper said in a statement. Earlier, the magazine "Forbes" reported that on marketplaces can enter registration through "public services", later this information was denied by Deputy Minister of digital development, communications and mass communications Oleg Kachanov.
