📝 Summary

The state Duma expects before the end of the spring session to adopt in the first reading a bill on the prevention of bullying in schools. This was announced by the Chairman of the Duma Committee on youth policy Artem Metelev.

It is noted that the bill on the prevention of bullying in schools is ready. To date, it is undergoing the latest interdepartmental approvals: in the coming weeks, the project will be sent for recall to the government of the Russian Federation. “We hope that in the spring session, we will not just submit [the bill for consideration] to the State Duma, we will try to consider it, perhaps in the first reading,” Metelev said. He added that the bill proposes to consolidate the concept of bullying and the need to create reconciliation and mediation services in Russian schools to help victims of school bullying. Bullying is the systematic infliction of physical or mental suffering. If the fact of bullying is revealed, teachers will have to fix it and transfer information to the commission on juvenile affairs. At the same time, sports and volunteer organizations, mentoring institutes will be involved in the work to prevent bullying, and work with a psychologist will also be organized. Earlier, the head of the Department of state policy in the field of protection of children’s rights Larisa Falkovskaya said that the Ministry of Education of the Russian Federation together with deputies of the State Duma is working on legislative initiatives aimed at combating bullying in school institutions. In addition, according to the job search service SuperJob, 82% of Russians support the draft law on the prevention of bullying.
