A group of deputies headed by the Chairman of the State Duma Committee on Family Protection, Paternity, Motherhood and Childhood Nina Ostanina proposed to introduce humane methods of killing homeless animals who are in shelters longer than the maximum period of detention.
This follows from the text of the bill on the protection of citizens from the attack of homeless animals, the text of which is posted in the Duma electronic database. It is expected that changes will be made to the law "On responsible treatment of animals and on amendments to certain legislative acts of the Russian Federation". Regional authorities want to allow to set deadlines for keeping animals in shelters. Later, in case of expiration of the period of keeping the animal in the shelter, it will need to be killed in a humane way that will guarantee a quick and painless death. Earlier it was reported that the working group of the State Duma of the Russian Federation is preparing a legislative proposal that will prohibit the release of stray dogs back to the wild after vaccination and sterilization. The document should be prepared by March 3. If the ban is passed at the legislative level, local authorities will have two options: keep these dogs or “dispose of”.
