Rosstat: the level of inequality increased in Russia by the end of 2024

Together with the Gini indicator, the fund ratio has increased, reflecting the gap between the top 10% of the population and the bottom 10% of the population: now the difference between them has increased by 15.1 times compared to 2023. It is specified that the indicators of inequality in 2024 approximately correspond to the level of pre-sanctioned 2021: then the Gini coefficient was 0.409, and the fund coefficient was 15.2. According to the general director of the VNII of labor Vladimir Smirnov, which he expressed in an interview with RBC, the uneven growth of income is associated with the level of demand for certain professions. For those whose professions are most in demand in the labor market, incomes grow faster. In addition, a strict monetary policy could create prerequisites for the growth of income inequality in 2024: a high key rate provided an opportunity for the most affluent layers to receive additional low-risk income through deposits and increased rent payments. Importantly, the rise in inequality came amid a decline in poverty, which fell to a historic low of 8.5% in 2023. At the same time, in 2024, the indicator continued to decline: in the third quarter, the number of Russians with incomes below the poverty line was 8%. In May 2024, after the inauguration for a new term, Russian President Vladimir Putin issued a decree according to which the Gini coefficient should decrease to 0.37 by 2030 and to 0.33 by 2036. According to the Russian leader, domestic inequality creates social tension and political instability. In this regard, a separate section of the Unified Plan for Achieving National Goals is devoted to solving the issue of income inequality. The Ministry of Economic Development told RBC that this section provides for a “complex of systemic measures”, including social support for low-income groups of the population, increasing employment, increasing the minimum wage and regulating tax policy. Earlier, Vladimir Putin noted the decline in poverty in Russia and stressed that the indicator is at a satisfactory level. At the same time, the service for job search SuperJob published the results of a survey in which Russians determined the poverty threshold. The survey participants believe that a person earning less than 43 thousand rubles a month can be called poor.
