The number of Russians with incomes below the subsistence minimum decreased in 2024 to 10.5 million people against 12.2 million people in 2023, according to Rosstat.
The poverty rate in 2024 was historically minimal 7.2% against 8.3% in 2023. The financial poverty line in 2024 was 15,552 rubles per person per month against 14,339 rubles in 2023. The poverty rate in the IV quarter of 2024 was 5.3% (in the IV quarter of 2023 β 6.2%), in the III quarter β 8% (9.4%), in the II quarter β 8.5% (10.1%), in the I quarter β 9.6% (12.1%), concludes Rosstat. President Vladimir Putin in the May decree of 2024 set the government the task of bringing the poverty rate to less than 7% by 2030, and to less than 5% by 2036.
