The new conditions for paying the recycling fee will allow for proper registration and accounting of cars, even if they are not listed by the FCS, the ministry concludes. As of October 1, 2024, the recycling fee rate has increased by 70-85%, but this has not affected individuals importing cars into Russia for personal use. The government plans to raise the rate by 10-20% annually until 2030. Meanwhile, the recycling fee rate for cars assembled in Russia has not changed.
