The Ministry of Industry and Trade will simplify the payment of the recycling fee when importing cars from EAEU countries.

The Ministry of Industry and Trade has prepared amendments to the government resolution on the recycling fee, the document is posted on the website regulation.gov.ru. The innovations will eliminate restrictions on mutual trade in the EAEU internal market. The fee will be allowed to be paid not only for cars listed by the Federal Customs Service (FCS), but also for other models, as reported by the Ministry of Industry and Trade. The Ministry is compiling a list of cars for the FCS to calculate the recycling fee based on the average cost of each model. The list is constantly updated, currently including almost 6,500 car models. "The proposed adjustment regulates the procedure for paying the recycling fee for cars that are not listed by the FCS. Although such cases are not widespread, an individual calculation procedure for the recycling fee amount has been developed for them," clarifies the Ministry of Industry and Trade. The new conditions for paying the recycling fee will allow for proper registration and accounting of cars, even if they are not listed by the FCS, the ministry concludes. As of October 1, 2024, the recycling fee rate has increased by 70-85%, but this has not affected individuals importing cars into Russia for personal use. The government plans to raise the rate by 10-20% annually until 2030. Meanwhile, the recycling fee rate for cars assembled in Russia has not changed.
