Deputy head of the administration of Baltiysk remained in jail

On February 9, the Leningrad District Court of Kaliningrad chose a preventive measure against Kovalenko and Melnikov in the form of detention until April 7, 2025. Their defense challenged the rulings. However, a higher court upheld the decision regarding Kovalenko. “The decision was recognized as lawful and justified and entered into legal force,” the press service of the court said. The decision on the appeal of the defense of Melnikov is still unknown. The investigation believes that on January 15, Kovalenko gave Melnikov at least 575 thousand rubles for general patronage and connivance in service. A criminal case was opened against the head of the administration under paragraph 5 of Article 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale). Against Kovalenko – under item “b” of part 4 of article 291 of the Criminal Code of the Russian Federation (transfer of a bribe).
