📝 Summary

On February 21, Ukraine received from its American partners an updated version of the agreement on the extraction of natural resources of Ukraine. This project, which is aimed at promoting further cooperation in the field of peaceful settlement, turned out to be significantly tougher than the first version, which was presented in Kiev by US Treasury Secretary Scott Bessent a few days earlier, reports the Ukrainian edition of NV, citing sources.

According to the publication, the new version of the document states that the United States should receive 100% of the rights to the future fund, as well as establish the distribution of contributions of the parties in the ratio of 2: 1. In this scenario, Ukraine pledges to contribute two-thirds of the funds from future revenues, while the American side provides one-third in the form of weapons already transferred. The American side proposes that the total amount of the fund will be $ 500 billion. The agreement covers not only minerals, but also gas and oil, with port revenues not included in the agreement. The US side believes that this agreement is purely commercial in nature and security issues are considered separately. In addition, the United States does not undertake any investment obligations under this agreement. Ukraine, in turn, requires a review of the size of the fund and insists that the funds be used only for investment within the country. According to NV, the new project has become much tougher, and it is assumed that Kiev will be forced to sign an agreement in the near future to restore cooperation in the field of peaceful settlement. Earlier, Kiev proposed new conditions for the upcoming agreement on minerals with the United States and sent them to the American side. This was reported by Fox News journalist Jackie Heinrick, adding that a specific plan for further actions of the parties is not yet available. Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk said that the Ukrainian government plans to resume negotiations on signing an agreement with the United States on February 24. Earlier, the office of President of Ukraine Volodymyr Zelensky confirmed the refusal to sign this document.
