The building is located at 7/8 Kirova Street. The stalls building was constructed in 1884 as part of the trading and market complex of one of the largest city markets - Tolkuchyevo. The author of the building project was the provincial architect I. I. Okerblom. The building is designed in a restrained eclectic style. The architect N. I. Pozdeev supervised the construction process. After the construction of the stalls was completed, they were numbered as No. 5. In 1918, the building became municipal property. During the Soviet years, shops were located in the premises. This tradition has been preserved to this day.
