Aksakov, who is the head of the Duma Committee on the financial market, said that the problem of old dollars is not in the competence of the Russian authorities. According to him, the “rules of the game” are determined by the issuer – the United States. The MP suggested that restrictions on accepting sample dollars until 2013 come from Washington. “This is not our currency, and we do not define the rules for the circulation of this currency in terms of issue, conversion and so on. We set up courses and that's it. And to accept, not to accept – this is the business of banks, – said the Deputy RIA Novosti. The Russian authorities, including the Central Bank, cannot command banks. “This is not the problem of the Central Bank, this is the problem of those who purchased this foreign currency and suddenly realized that it is not so easy to get rid of it,” Aksakov said. In December last year, the Ministry of Economic Development explained that the widespread refusal of banks to accept dollar bills of the old sample is not associated with infringement of the rights of citizens of the Russian Federation, this is a global trend - banks are trying to protect themselves and store more recent banknotes. Economist Mikhail Belyaev on Thursday against the background of the strengthening of the ruble urged Russians not to rush to buy dollars, as this can only be done taking into account all risks and for the long term.
