Among the main problems, in particular, it turned out that many garage cooperatives have more land than the area under garages. As a result, all members of the cooperative pay extra space. And the volume of this additional load is sometimes high, the governor noted at an operational meeting. In addition, there are those who have not appeared or used garages for a long time, but their debts are distributed to the rest. And it also increases the cost of rent. Many receipts often include multiple payments: the chairman's salary, cleaning, electricity, etc. People do not understand what they pay for and how much, and this raises questions. According to Andrey Chibis, because of all the above, the growth of payments of members of garage cooperatives for amounts often not lifting for northerners increases. “There are benefits, but it is still a sensitive issue, and we discussed this topic yesterday. And taking into account the sensitivity of the topic, and really not formalized relations, and taking into account the fact that the so-called garage amnesty is valid until September 1, 2026. With this in mind, I decided to limit the increase in fees, it will not exceed 10% of the current fee, the Governor of the Murmansk region said. Recall that pensioners, veterans of the Great Patriotic War, liquidators of the Chernobyl accident, large families, disabled people, etc. are entitled to receive tax benefits. For them, there is a restriction on the amount of rent not higher than the land tax rate, that is, they are not subject to rent growth. Andrey Chibis explained that until September 1, 2026, while the “garage amnesty” is in effect, northerners will be able to issue garages in ownership and pay taxes, the amount of which is lower than the cost of rent. “I request that all necessary regulatory frameworks be prepared promptly. Separately, I ask the chairmen of garage cooperatives and members to pay attention to the condition and appearance of these properties. I very much ask you to consolidate efforts to bring them in order, Andrey Chibis urged the northerners, noting that it would be better for both citizens and those who use garages.
