The bill proposes to clarify the criteria for recognizing a citizen of another state as a compatriot. He may be recognized as a person residing in the former republics of the USSR and having their citizenship. The bill proposes to give a foreigner or stateless person the right to apply for repatriation if he is recognized as a compatriot, speaks Russian and freely uses it in everyday life and cultural sphere. The level of proficiency of the returnee in the Russian language will be assessed during the conversation. If he does not speak Russian properly, the application will not be accepted. Earlier, the Ministry of Internal Affairs of Russia proposed to expand the list of persons entitled to repatriation to the Russian Federation.
